1. Download Foobar2000 and a VGM plugin for it.
2. Download LAME
3. Configure Foobar's Internal MP3 Encoder so that it knows the location of LAME.exe
4. Right click on a VGM file in Foobar2000 and select "Convert to MP3".
5. Done.
